Hopewell City Council has selected Edwin C. Daley as its new city manager. He is a veteran of the US Marine Corps and earned a PhD in public administration. He had been in Winchester since 1986 where he was very active with local civic and cultural groups, in addition to being an active volunteer in the International City-County Management Association (ICMA). Daley has worked in public management at the local level for more than 33 years. Prior to working in Winchester, Daley served as city manager in Fairmont, W.Va., and Dodge City, Kansas.
