The Department of Development supports the land use and development process in the City of Hopewell. Our mission is:
“Through partnership with the community, to promote excellence in code enforcement, planning, and economic development to encourage the highest quality of development based on sound professional practice to articulate the community vision and fulfill the City’s Mission.”
We accomplish this mission through long range planning, special planning studies, support for the planning related Boards and Commissions, development and building review, permit issuance, site and building inspection, and zoning enforcement.
The Department of Development consists of six divisions/programs:
Code Enforcement – administers the Uniform Statewide Building Code and associated laws and ordinances. If you would like to download Permit Applications click HERE.
Community Development Block Grant (CDBG) Program – benefits low/moderate income persons, eliminate slums/blight, provide for urgent needs of recent origin, and provide affordable and safe housing in the county.
Geographic Information Systems (GIS) – provides land owner and plat information as well as topography and aerial photographs, new and changed addresses, and any and all map services.
Planning – provides staff support for several Boards and Commissions, including the Planning Commission, Board of Zoning Appeals, Wetlands Board, and the Chesapeake Bay Board. Zoning Administration oversees and enforces the Zoning Ordinance.
Tourism – destination marketing for Hopewell.
