Property Maintenance

The Division of Building Code and Property Maintenance works to make our neighborhoods safe and healthy through proactive inspections, investigations of possible code violations, and outreach to help citizens find code compliance solutions. These inspections ensure that properties meet the minimum standards of the Virginia Maintenance Code and Chapter 18 of the Hopewell City Code. The Division also reviews building plans for proposed construction, issues permits, and conducts inspections for all new construction, alterations, repairs, removal, demolition, or other building operations.

Virginia Maintenance Code

Hopewell has adopted the Virginia Maintenance Code (VMC) as the minimum standard with regard to safety, sanitation, security and general maintenance for existing structures. The Virginia Maintenance Code covers a wide variety of maintenance issues and unsafe conditions for all types of structures, from houses and outbuildings to commercial buildings.

Common VMC violations include:

  • Damaged fixtures and mechanical devices
  • Damaged/broken windows and screens
  • Damaged or missing smoke detectors
  • Electrical and mechanical hazards
  • Holes and cracks in walls and other coverings
  • Inadequate egress
  • Lack of electricity, water service, or primary heat source
  • No of hot water
  • Loose handrails and guardrails
  • Peeling paint
  • Roof leakage
  • Damaged or torn floor coverings
  • Unsanitary conditions
  • Weak structural supports

Tall Grass, Weeds, & Trash Violations

The Division of Building Code and Property Maintenance also enforces Chapter 18 of Hopewell City Code. 

Common violations include:

  • The accumulation of garbage, refuse, litter, trash, debris and other substances which might endanger the health, safety or welfare of residents of the city.
  • Grass, weeds, or other foreign growth in excess of twelve (12) inches in height on any occupied or vacant developed, or undeveloped property. (Note: this does not apply to wooded areas of land in their natural state.)

Virginia Uniform Statewide Building Code
