Voter Registration Information

Registration Requirements

To be eligible to vote in Virginia a voter must:

  • Be a resident of Virginia (a person who has come to Virginia for temporary purposes and intends to return to another state is not considered a resident for voting purposes)
  • Be a U.S. Citizen
  • Be 18 years old (any person who is 17 years old and will be eighteen years of age at the next general election shall be permitted to register in advance and vote in any intervening primary or special election)
  • Not be registered and plan to vote in another state
  • Not currently declared mentally incompetent by a court of law
  • Have his/her right to vote restored if ever convicted of a felony

Application Process

  • The application must be received/postmarked no later than the deadline.
  • Applications received/postmarked after the deadline will be held and processed after the election.
  • Please be sure to answer every question and sign the application.
  • Once submitted, please allow at least 2 weeks for your application to be processed.
  • If you receive a letter being denied, this is usually the result of incomplete information, please contact the General Registrar's Office at 804-541-2232.

Application Instructions

  1. Please be sure to answer every question and sign the application.
  2. Return the completed application by 5PM on the 7th day preceding the election.
  3. After the Registrar's Office receives the application and processes it, a ballot will be mailed to the mailing address given on the application.
  4. Upon receiving the ballot, carefully review the provided instructions.
  5. Return the ballot to the office of the General Registrar by 7PM the day of the election

Where to Obtain a Registration Form

The office is open on the two Saturdays preceding the general election from 9AM to 5PM. Contact the General Registrar's Office with any questions by calling 804-541-2232.

You can obtain a registration form from one of the following places:

  • Department of Motor Vehicles
  • The Office of the General Registrar
  • Public Library
  • The State Board of Elections Office

Emergency Ballot Criteria

Any person hospitalized or incapacitated on or after the 14th day preceding the election and was not able to request an application by the 7th day preceding the election. An authorized individual must certify the statement of facts to qualify for an emergency ballot.
