Rita Everett Joyner is a retired retail executive who moved to Hopewell when she was nine.  She grew up in Ward 1, attended Dupont Elementary and graduated from Hopewell High School.  Rita holds a B.A. in Government from The College of William and Mary.  Rita and her late husband, Larry, raised their family in the city, educating their children in the Hopewell City Public Schools.  Larry, as well as her son, Dr. Wesley T. Joyner, served on the Hopewell City School Board, with combined service of over 18 years.  She has resided in City Point since 1991.  

Professional Career

Rita juggled the demands of a family while pursuing a successful career in the retail industry, managing and consulting for multi-million-dollar operations.  She therefore has extensive experience with budgeting, strategic planning, project management, team building, and grant writing.  Her executive and consulting experience includes the following:   

    Senior Merchandise Manager for J.C. Penney

    Director of Retail Stores & Operations for the Colonial Williamsburg Foundation 

    Director of Stores & Products for Callaway Gardens 

    Destination and Resort Retail Consulting for many sites, including Luray Caverns, Old Salem, Museum of the Shenandoah Valley, Barter Theatre, Stratford Hall, City of Fredericksburg, to name a few.    

Public Service 

Although she was busy raising a family, Rita always felt a call to public service.  She served as the President of the PTA for Dupont Elementary School where her children attended.  She was also active in her church community, serving as the Sunday School Superintendent, Junior Choir Director, Adult Choir Member, Substitute Organist, Congregational Vice-President, and Chairman of the Nazareth Lutheran Pre-School Board.  As her family obligations diminished, she was able to fully immerse herself in community service that included the following:  

    Architectural Review Board (ARB) Chairman 

    Downtown Design Review Committee (DDRC) Chairman 

    Economic Development Authority (EDA) Member; Chair, Legacy Grant Committee 

    Historic Preservation Committee, Member, Adaptive Restoration of the City Point House/Shiloh Lodge in Ward 1 

    Hopewell Downtown Partnership (HDP) Board Member, Past President, Past Treasurer 

    Wonder City Garden Club (WCGC) Member, Past President, Treasurer 

    Hopewell Woman’s Club, Member 

    St. John’s Episcopal Church, Member, Church Register, Adult Choir Member, Sunday School Liaison

    Established the Larry Thomas Joyner Memorial Scholarship Fund for the Appomattox Regional Governor’s School with the John Randolph Foundation (JRF) in 2016 which currently awards a $2,000 scholarship annually.  

    In partnership with JRF and her son, Dr. Wesley T. Joyner, launched the LarryTPalooza Annual Fundraising Concert Series to support the Memorial Scholarship Fund

    Utilization and Promotion of Our City’s Rich History and Riverfront
